Located inland of the existing coastal community of Elliott Heads, 17 kilometres south east of Bundaberg, the project covers a total area of 237 hectares, with a further 130 hectares being set aside for associated infrastructure.  Elliott heads will be developed over the next 20 years, and on completion will include a village centre, town centre and associated service commercial, a new primary school, community facilities and around 3000 dwellings. 

A key feature of this development is the adoption of AMCORD as a guide to the design, resulting in a permeable road network, based around a modified grid design.  This design provides for the seamless integration of the existing community and safe, secure walkable neighbourhoods.
